The necessity of the creation of the laboratory is related to the rise of the importance of problems of labour migration control at the national level in the context of the globalisation of the world economy and the formation of the migration policy in the interest of the sustainable development of Russian society as well as the necessity of scientific and expert support of the migration policy of Russia and the development of recommendations for its enhancement.

Goals and objectives
Project objectives:

  1. To create a laboratory of international migration studies at the Federal Centre of Theoretical and Applied Sociology of the Russian Academy of Sciences with the participation of a world-class invited researcher – Martin Philip Lester;
  2. To determine new trends of international labour migration in the context of the globalisation of the world economy and the impact of socio-economic and geopolitical crises, including the COVID-19 pandemic;
  3. The determination of the consequences of international labour migration for the donor and recipient countries and societies, the direction of transformation of national migration policies in the context of the impact of crises;
  4. The development of suggestions for the coordination of approaches and mechanisms of labour migration control at the international level, including in application to the migration policy of the Russian Federation in the context of the integration into the Eurasian Economic Union.

Tasks:

  1. To determine the factors and forms of global migration in the setting of the increasing social and economic inequality between countries and regions of the world;
  2. To find out the trends of international labour migration as well as of the social, demographic and geographic structure of labour migration flows;
  3. To develop a complex methodology for the assessment of the consequences of the transformation of labour migration from the 2000s to the 2020s, giving an assessment of the social, economic, demographic and political consequences of the labour migration in the key recipient countries;
  4. To develop a methodology to forecast the supply and demand for foreign workforce in primary recipient countries in the medium and the long term accounting for the trends of demographic development and crises, including the COVID-19 pandemic;
  5. To assess the consequences of international labour migration for the key recipient countries;
  6. To estimate the impact of the growth of the global inequality and isolationism on the transformation of the migration policies of the key recipient countries from the 2000s to the 2020s;
  7. To generalise the foreign experience of labour migration control and to adapt their experience to the Russian migration policy;
  8. To determine specific features of labour migration regulation in the context of integration groups (EU, NAFTA, ASEAN, EEU);
  9. To develop a proposal for the coordination of approaches and mechanisms of labour immigration control at the international level.
The practical value of the study

Projected research results: 

  1. The publication of 13 scientific articles in highly ranked journals indexed by the «Web of Science Core Collection»;
  2. The enhancement of the scientific competences of young scientists by means of internships at leading migration research centres (in the USA, Japan, Brazil, Thailand) and international organisations (the UN, the IOM, the ILO, and the UNFPA);
  3. The preparation and defence of 2 Doctor of Science dissertations and 3 Candidate of Science dissertations by young researchers participating in the project;
  4. The preparation and publication of 2 scientific monographs on international labour migration and migration policy;
  5. The development of analytical materials for ministries and public offices of the Russian Federation (the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the Ministry of Economic Development, the Ministry of Labour, the Federal State Statistics Service);
  6. The staging of the annual international research and practice conference «‎Migration bridges in Eurasia» and the youth forum «‎Passport and Visa Diplomacy in Eurasia»‎ in collaboration with the Moscow State Institute of International Relations;
  7. The development of the links between researchers of international labour migration and migration policy.
