Attraction of the leading scientists to Russian institutions of higher learning, research organizations of the governmental academies of sciences, and governmental research centers of the Russian Federation

Meeting of the Council of Grants of the Government of the Russian Federation for state support of scientific research carried out under the supervision of leading scientists at Russian institutions of higher education, research institutions of the state academies of sciences, public research centers of the Russian Federation took place on March 13, 2015 under the chairmanship of the Minister of Education and Science of the Russian Federation Dmitry Viktorovich Livanov.

The Government of the Russian Federation resolves: to approve the attached changes made to the Resolution of the Government of the Russian Federation dated April 9, 2010 №220 "On measures to attract leading scientists to Russian institutions of higher education, academic institutions, state academies of sciences and public research centers of the Russian Federation ".

At present, the Ministry of Education and Science of Russian Federation and a consortium of organizations, which includes the Russian Council on International Affairs (www.russiancouncil.ru), LLC "Inconsult-K" (www.p220.ru), International Association of Russian-speaking scientists RASA (www .dumaem-po-russki.org, www.rasausa.org), Social Development Assistance Foundation "New Eurasia" (www.neweurasia.ru), are preparing a report on "The participation of Russian scientists in the development of scientific cooperation: experience, problems and prospects" (hereinafter - the report).

Dr. Shamus Martin, Irish scientist, the head of the "Cellular Biotechnology" scientific research laboratory at the St. Petersburg State Technological Institute, whose research is focused on the area of medical genetics, became 39th scientist who was awarded the prestigious Irish award - RDS Irish Times Boyle Medal for Scientific Excellence or Boyle Medal.
