“START” program of the Foundation for Support of Research-Intensive Small and Medium-Sized Businesses

Dear colleagues!

The Foundation for Support of Research-Intensive Small and Medium-Sized Businesses is pleased to invite you to take part in its “START” program.

The purpose of the “START” program is to provide governmental support to small innovative enterprises willing to design and manufacture a new commodity, technology, or service with a great commercialization potential on the basis of their own scientific research that is in its initial development phase at the time of application for participation in the program. Eligible participants will include small research-intensive enterprises that were registered not more than two years ago and have not yet begun to sell their innovative products or have generated not more than 0.3 million roubles worth of sales proceeds.

Eligible enterprises will be supported for a period of three years. In the first year of the program the Foundation will support each eligible participant in the amount of one million roubles. In the second year of the program all eligible participants will have to prove they have attracted at least one investor contributing to their projects as much as the Foundation. The maximum total amount of funding is 11 million roubles provided on the basis of parity to each eligible participant.

The program was launched in 2004. More than 500 eligible start-ups are selected for funding each year.

The “START-2013” program will welcome applications from small innovative enterprises founded in compliance with RF Federal Law No.217-FZ of August 2, 2009, “On amending certain laws of the Russian Federation regulating creation of private companies by governmental institutions of learning and research for the purpose of practical application (deployment) of the results of their intellectual activities”, as well as Resolution of the RF Government No.218 of April 9, 2010, “On governmental support of cooperation among Russian institutions of higher learning, governmental research organizations and organizations implementing comprehensive and highly technological production development projects”, and Resolution of the RF Government No.220 of April 9, 2010, “On attracting the world’s leading scientists to Russian institutions of higher learning”.

Eligible participants may submit their applications within the following nominations:

Thematic area No.1 – “Information technologies”;

Thematic area No.2 – “Medicine of the future”;

Thematic area No.3 – “Advanced materials and their production technologies”;

Thematic area No.4 – “New equipment and hardware complexes”;

Thematic area No.5 – “Biotechnologies”.

Eligible participants may submit their applications using the Foundation’s online system located at www.fasie-online.ru (or www.система-фонд.рф) in compliance with the following schedule:

The Foundation is no longer accepting applications for funding within the “Information technologies” nomination. However, given that “START” is an annual program, the 2014 competition will be announced in the second half of 2013.
